Transferring to Another Private Education Institution in Singapore: What Students Should Know

Considering a private school transfer in Singapore can feel like a big decision, especially when you are unsure what happens next. Every student has a different reason for considering a transfer, whether your circumstances have changed, your current programme no longer suits your goals, or another institution may be a better fit.

Whatever the reason, changing direction does not mean your education journey has come to an end.

The important thing is to understand your options and find a programme and institution that can support the next stage of your goals.

If you are currently studying at a Private Education Institution (PEI) in Singapore, transferring to another institution is possible. However, there are academic, administrative, and, for international students, Student’s Pass requirements to consider.

Here are some of the key things to know before making your decision.


How Does a Private School Transfer in Singapore Work?

Yes, transferring to another Private Education Institution (PEI) in Singapore is possible. However, transferring does not simply mean moving your existing enrolment from one institution to another.

You will generally need to apply to the new institution, which will assess whether you meet its admission requirements.

At Hanbridge Institute, students transferring from another institution follow our New Application Process.

If you have already completed part of your current programme, you can also ask whether your previous studies may qualify for module exemptions. These exemptions are not automatic.

At Hanbridge Institute, whether a module exemption can be granted will depend on assessment and approval by the Academic Board.

International students holding or who previously held a Student’s Pass will also need to determine which Student’s Pass application process applies to them.


Step 1: Find the Right Programme and Apply

Before choosing another institution, think about what you want from your next programme.

You may want to change your field of study, pursue a different qualification, or find a programme that better aligns with your academic and career goals.

Before applying, check the programme’s:

  • Academic entry requirements
  • English-language requirements
  • Duration and intake dates
  • Course fees
  • Progression opportunities
  • Awarding institution

Being enrolled at one institution does not automatically mean you will qualify for a similar programme elsewhere.

Depending on the programme, you may need to provide academic qualifications, transcripts, English-language results, previous study records, relevant work experience or other supporting documents.


Step 2: Ask About Module Exemptions

One of the first questions students often ask when transferring is:

“Will I have to start again?”

There is no universal answer.

If you have completed relevant previous studies, the new institution may assess your academic transcript, modules and supporting academic information to determine whether any module exemptions may be considered.

At Hanbridge Institute, module exemptions are subject to assessment and approval by the Academic Board.

Before committing to a transfer, ask:

  • Can any of my previous modules be considered for exemption?
  • Which stage of the programme will I enter?
  • How much study time will I have remaining?
  • What qualification will I receive upon successful completion?

Do not assume that previous credits or modules will automatically be recognised by another institution.


Step 3: Understand Your Current Institution’s Withdrawal Process

Before leaving your current institution, review your student contract carefully.

Check the terms relating to:

  • Withdrawal procedures
  • Refunds
  • Outstanding fees
  • Notice requirements
  • Other administrative obligations

Do not assume that transferring automatically means you will receive a full refund of fees already paid. This will depend on your student contract, the institution’s applicable policies and your individual circumstances.

If anything is unclear, speak to your current institution before making your decision.


Step 4: International Students – Check Your Student’s Pass

For international students, making a private school transfer in Singapore may require either a new Student’s Pass application or a Student’s Pass for Transfer School application.

For students applying to Hanbridge Institute:

If your previous Student’s Pass is still valid, or was cancelled or expired within the past three months:
You should apply under Student’s Pass for Transfer School.

If your previous Student’s Pass was cancelled or expired more than three months ago:
You will need to submit a new Student’s Pass application.

ICA states that students changing to another PEI must apply for a new Student’s Pass online and advises transfer applications to be made at least four weeks before the new course begins.


How Does the Student’s Pass for Transfer School Process Work?

For students applying to Hanbridge Institute under Student’s Pass for Transfer School, the general process is:

  1. Complete your withdrawal procedures

Complete the necessary withdrawal procedures with your previous institution, where applicable.

  1. Receive your Letter of Offer

Once you have received a Letter of Offer from Hanbridge Institute and provided the required documents for the Student’s Pass application, the transfer application can proceed.

  1. Your previous institution completes Section B of e-Form V36A

Hanbridge Institute will send a notification to your previous institution through the ICA SOLAR+ system requesting it to complete Section B of e-Form V36A.

The previous institution has seven calendar days to complete Section B. Students should also follow up with their previous institution to ensure this is completed within the required timeframe.

  1. Complete and submit the Student’s Pass application

Once Section B has been completed, the next steps are to complete e-Form 16, upload the required supporting documents, and submit the Student’s Pass application.

  1. Complete the remaining procedures

After submission, the remaining procedures will generally follow those for a new Student’s Pass application.

As Student’s Pass requirements may change and individual circumstances can differ, students should follow the instructions provided by their institution and refer to the latest information from ICA.


What Documents Might I Need?

There is no single checklist that applies to every transfer, as requirements vary according to the institution, programme and individual student.

For admission, you may be asked to provide:

  • Passport or identification document
  • Highest qualification certificate
  • Academic transcripts
  • Current or previous enrolment/completion documents
  • Module descriptions or syllabi where exemptions are being considered
  • English-language qualification, where applicable
  • Other programme-specific supporting documents

International students will also need to provide the documents required for their Student’s Pass application.

ICA currently lists information and documents including the Registration Acknowledgement Letter from the new institution, travel-document biodata page, educational and employment history, financial-support information, Singapore contact details and a recent passport-sized photograph. Additional documents may be requested depending on the application.

Documents that are not in English must also meet ICA’s translation requirements.


What About Singapore Citizens and Permanent Residents?

If you are a Singapore Citizen or Permanent Resident, the Student’s Pass requirements above do not apply.

However, you should still confirm:

  • Whether you meet the new programme’s admission requirements
  • Whether any previous modules may qualify for exemption
  • Your current institution’s withdrawal and refund requirements
  • Your remaining course duration and fees

Before committing to another institution, make sure you know:

  1. Do I meet the new programme’s admission requirements?
  2. Can any of my previous modules be considered for exemption?
  3. Which stage of the programme will I enter?
  4. How long will I need to study?
  5. What are the total fees and payment schedule?
  6. What are my current institution’s withdrawal and refund requirements?
  7. If I am an international student, which Student’s Pass application applies to me?

Understanding these details early can help you make a more informed decision and avoid unnecessary surprises later.
